Important updates in visa policies

Russian Visa Centers in Ottawa, Montreal and Toronto resume their operations, effective July 14, under new management company “VFS Global”. Documents are to be submitted to respective officers at previous locations:

You may also submit visa documents at the Consular Section of the Russian Embassy in OTTAWA, provided this is done in person and via e-appointment (

Due to the Russian Visa Center temporary closure starting  June 5, 2017 visa applications can be submitted personally to the Consular Division of the Embassy in Ottawa by a prior appointment or through an authorized representative (travel or visa agency).

Payment - by Money Order  made out to the "Embassy of Russia".

General Information

Permission to enter the Russian Federation is a courtesy of the State. Visa can be denied if the Consulate has serious reasons to believe that the Applicant's visit to the Russian Federation is not desirable, and the disclosure of the reason for the denial can be withheld.

In accordance with the International Law the Consulate in certain cases reserves the right to consider your visa applications for a longer period.

Consular Officer reserves the right to invite the Applicant to be interviewed in person.

All paperwork once submitted is not subject to any change of the announced visa processing period or the period of stay in Russia indicated in invitation available at the moment of submission.

If applicant needs to make changes in submitted paperwork, all documentation will be returned to applicant for resubmission.

Visa extensions are not possible. If visa requires extension the applicant should reapply for a new visa.

On the basis of reciprocity, non-Canadian citizens may apply for visa to Russia at the Russian consular missions in Canada only if they have a Canadian permanent resident card, work or study permit. In all other cases they have to apply for Russian visa at the Russian consular missions in the state of their origin.

All documents must be submitted at once. Uncompleted sets will be returned to the applicants without processing. We don’t accept documents by fax or by post.

After the visa is picked up it should be verified by the traveler (spelling of the name, dates of travel, passport number, date of birth) and, if necessary, returned to the Consulate for corrections. The Consulate will not bear any responsibility for the errors in visas, which were not brought to its attention before departure from Canada.

Starting from September 1, 2011 the Visa Section of the Consulate does not accept visa applications sent by mail or courier services.

In order to improve visa processing starting August 25, 2014, the Consulate General of the Russian Federation in Toronto accepts visa applications submitted through authorized Russian Visa Centre "Invisa Logistics Services Canada Ltd" only.
