Police Clearance Certificate (Criminal Record check)

People who lived and worked on the territory of the Russian Federation (before 1991 The Russian Soviet Federative Socialist Republic) can apply at the Consulate for the Police Clearance Certificate. Application must be submitted in person or by mail.

To get the Police Clearance Certificate the applicant must do the following:

  1. Make an appointment.

  2. On the date of the appointment bring to the Consulate following documents:

    • Valid original passport of the applicant;

    • Two photocopies of the front page of the applicant's passport;

    • Two filled-in application forms in English or in Russian;

      Signature and date should be put at the Consulate after the documents accepted by the Consular Officer.

      If the package sent by mail, applicant's signature must be certified by a Canadian Notary Public.

    • Canadian document confirming residence status in Canada and its photocopy;

      If the package sent by mail, only a notarized copy of this document. 

    • In case the applicant wants to get the Certificate by mail, it is necessary to provide us with a prepaid return envelope or a way bill;

      Applicant may come in person to the Consulate to collect the Police Clearance Certificate.

    • The Consulate General of the Russian Federation in Toronto may issue a Police Clearance Certificate in English (to obtain such Certificate in English the Applicat must present a Money order of 49 Canadian dollars for the Russian citizens / 88 Canadian dollars for foreign nationals)

Payment accepted only in the form of the Money-order, payable to the "Consulate General of Russia in Toronto". Cash, credit cards and personal checks are not accepted.

The processing period is up to two months (from the date of application).

Foreign nationals who lived in the Russian Federation should specify the exact periods of residence in Russia.
